The American colonies that rebelled against Great Britain in 1775 did so without the weapons manufacturing infrastructure necessary to support such an action. There were few Americans skilled in the production of weapons, and the colonies’ craft-based production operations were not organized for large-scale output. Worse yet for the rebels, the war disrupted the operations of the few craftsmen available to support the war effort. Money became scarce; resources, expensive; and transportation, unreliable. Consequently, the Continental Army took the field with insufficient amounts of muskets, accoutrements, ammunition, and artillery. In the wake of independence, the Continental Congress dealt with the situation by creating the Department of the Commissary General of Military Stores. Departmental bureaucrats developed a system that mobilized and managed domestic weapons production, overcoming the limitations of the nation’s wartime, craft-based economy. The system was comprised of three elements. First, there were several national arsenals where private craftsmen and hired workers were gathered under the coordination of government managers. Second, government inspectors were appointed to direct private weapons manufacturers through instruction and oversight. Finally, the government provided private manufacturers with the cash, raw materials, and transportation resources they lacked as a result of the war. This military stores system provided a steady supply of weapons and accoutrements to the army for the remainder of the war and throughout the Confederation Period until the Federal government reorganized it in 1794.

It was originally called Shunyuan (), meaning obeying the Yuan (the Mongol rulers). Originally the area was populated by non-Chinese. The Sui dynasty (AD 581618) had a commandery there, and the Tang dynasty (618907) a prefecture. They were, however, no more than military outposts, and it was not until the Yuan (Mongol) invasion of southwest China in 1279 that the area was made the seat of an army and a “pacification office.” Chinese settlement in the area also began at that time, and, under the Ming (13681644) and Qing (16441911) dynasties, the town became the seat of a superior prefecture named Guiyang. Locally Guiyang was an important administrative and commercial center with two distinct merchant communities, consisting of the Sichuanese, who lived in the “new” northern part of the city, and those from Hunan, Guangdong, and Guangxi province, who lived in the “old” southern part. Nevertheless, until the Sino-Japanese War (193745), Guiyang was no more than the capital of one of China’s least-developed provinces. As elsewhere in the southwest, considerable economic progress was made under the special circumstances of wartime. Road transport infrastructure with Kunming in Yunnan province and with Chongqing in Sichuan (China’s wartime provisional capital) and into Hunan were established. Work was begun on a railway from Liuzhou in Guangxi, and after 1949 this development was accelerated. Guiyang has subsequently become a major provincial city and industrial base. Rzesz&oacute;w is also the capital of the Subcarpathian Voivodeship, and seat of the Rzesz&oacute;w County. This route was one which Atilla the Hun took on his way to conquer Asia in the 5th century and, according to legend, Atilla was buried in Przemyl.
